Legally valid digitization: what Brazil's Decree 10.278 says
Digitizing documents and managing them electronically already adds a lot of value to organizations by bringing several benefits to the operation, such as: organization, agility, security, and efficiency.
While all these benefits are unquestionable, there was clearly a gap on this topic, since it wasn't possible to get rid of paper except through microfilming — which ended up being used mostly by public institutions and for only a small share of documents, given how microfilming is done and its not-so-accessible cost.
Decree 10.278/2020 and Paper Disposal
Finally, with Decree 10.278/2020, published on March 18, 2020, companies have an excellent reason to celebrate: it is now possible to dispose of paper! At least for the vast majority of available documents — those whose content has no historical value — which can now be discarded, as long as they are digitized according to the requirements specified in the decree.
Only those who deal with large volumes of documents daily know what this means. For many companies, this new reality establishes the need to modernize the way they handle documents; for those that had already been preparing for this moment, all that's left is to check whether the digitized documents meet the requirements and, finally, dispose of the paperwork or adjust whatever doesn't comply.
Digital Transformation and Processes
It's obvious that this task isn't so simple, and nothing transforms overnight: most companies still don't have fully digital document management and will certainly need to reorganize their document production, distribution, and control processes. To do that, it will be essential to dedicate effort so this migration is done well and in the shortest possible time.

Requirements for Disposing of Digitized Documents
To dispose of digitized documents, the following requirements must be considered:
- Resolution: digitize documents at a minimum of 300 dpi, except for blueprints and maps, which must be digitized at 600 dpi — the digitized document must be equivalent to the physical document;
- Certification: whoever is responsible for the digitization must sign it with an ICP-Brasil digital certificate, to guarantee integrity and authorship;
- Quality: there must be no loss of file quality if compression occurs;
- Format: files must be in PDF/A format, and PNG for blueprints, maps, photos, and posters;
- Indexing: must contain the minimum required indexing — subject, author, date and place of digitization, digital document identifier, person responsible for the digitization, title, document type, and image hash (checksum);
- Security: the document must be protected against unauthorized destruction, alteration, access, and reproduction;
- Historical value: the document must not have content of historical value.
